A Comprehensive Overview of Proposed Constitutional Amendments in Uganda: Mathias Mpuuga’s Vision for a More Efficient Parliament

Former Leader of Opposition in parliament also Nyendo Mukungwe County MP Mathias Mpuuga is finalizing the proposed amendments in the Constitution to cut on the size of parliament from 559 members to 360 Mps.

Mpuuga says the first thing that will be done is for parliament to amend the constitution to have a sealed number of representatives so that it has no power to approve more constituents.

According to his proposals, the current counties in the district will be represented by a single MP and a woman representative.

He says the parties in parliament will nominate 50 more members according to their numerical strength in parliament, these will represent the special interest groups such as the youth, people living with disabilities, and the elderly.

Additionally, Mpuuga has proposed an Upper chamber of parliament with only 39 MPs that will take care of all regional interests to have a total parliament of 360 MPs.

He says this chamber will serve as the appointments committee to vet all the appointments by the President and have powers over the lower parliament.
