Real Estate Law in the Offing

Government is in the final stages of preparing a Real Estate law to regulate the sector and create more opportunities.

This was revealed by the Minister of Lands, Housing and Urban Development, Hon. Judith Nabakooba, while officially opening the Real Estate Conference 2026 held in Kampala today, organised by the Association of Real Estate Agents Uganda (AREA).

According to the Minister, the law is expected to give comfort to investors who have been hesitant due to lack of legislative clarity.

“The future in Uganda to us in the ministry is real estate as a fundamental because we agree that it supports our ATMs and it supports everything that we think about that is why we are focusing on it to see how best we can deliver on homes that are affordable but also well planned.” Nabakooba remarked.

On land administration, Minister Nabakooba said registered land gains value and can be used as collateral, but admitted fraud, overlapping and double titling remain a challenge that the government is addressing through digitisation.

She said she halted issuance of special certificates of title in August after they became problematic, but new guidelines are now in place to ensure a credible register.

Nabakoba said the National Land Information System allows title verification and is being cleaned, urging those who fail to get results by phone to visit the 22 zonal offices countrywide.

She added that, Government is also opening a corporate portal for credible organisations like AREA Uganda and banks, and upgrading the system to blockchain technology to make records more secure and tamper-proof.
