The Inspector General of Police (IGP), Abbas Byakagaba has expressed regret over the fatal shooting by Police of a 38-year-old Ronald Ronald Jjuuko a boda boda rider in Ndeje, describing the action as regrettable and that nothing can rationalise his killing during the National Cleaning Day exercise on 29th August 2026.
He made the remarks while appearing before Parliament’s Committee on Human Rights on 1st September 2026, while responding to recommendations contained in the 28th Annual Report of the Uganda Human Rights Commission.
This was in response to a question raised by Steven Shyaka Gashaija (Entebbe Municipality) MP who sought clarification whether Police was planning to compensate the family of Kizito and whether there are plans by Police to sensitize its officers on how to keep law and order during public events by preventing loss of lives.
Byakagaba informed the Committee that Uganda Police Force is cognisant of some of these big mistakes and as the leader of the Force, he emphasized the need to have such deployments made in groups to be under command and guidance all the time an ensure that any action taken is done as a team not necessarily an individual action and there should be briefing before work and also debrief after work.
Col. Christine Nekesa the Uganda Peoples’ Defence Forces Representative in Parliament urged Police to increase the punishment give to the errant officers that soil the image of the Forces in order to deter other Police officers from committing same crimes.
In his remarks to the Committee the Inspector General of Police acknowledged that some individuals within Police ranks may violate the Force’s code of conduct rule, arguing that in such incidences, officers are handled in accordance with our internal disciplinary procedures as well as other relevant criminal laws of Uganda.
The Entebbe Municipality MP also urged Police to consider the electronic monitoring of its fleet to deal with delayed response to crime scenes under the pretext of lack of fuel, saying such a system would monitor where the patrol cars and motorcycles are at the particular time of need.
Willy Ouma (Namayingo South) called on Police to address the challenge of political interference where District Police Commanders are transferred after falling out with political leaders in their districts.
