UNEB has no Offsite Back Up For All It’s Data

Parliament has discovered that for the past 72 years, the Uganda National Examination Board (UNEB) has managed its examinations and stored all sensitive data manually at its Ntinda premises, lacking an off-site backup facility for disaster recovery.

Dan Odongo, UNEB’s executive director, revealed this information during a meeting with the Parliamentary Education Committee.

Members of Parliament, including Emmanuel Ongiertho from Jonam County, expressed shock at how UNEB could operate without an off-site backup, especially since other organizations have invested in such facilities for many years.

UNEB is seeking UGX 46.5 billion to transform and modernise its ICT services to manage the growing volume of data and update its outdated assessment system.

For the 2026/27 national budget, UGX 9.5 billion is required for the initial implementation, but currently, only UGX 900 million is available, resulting in a funding gap of UGX 8.6 billion.
