Court Presumes Man Missing for 40 Years Dead
The High Court in Kabale has officially declared a man who disappeared more than 40 years ago as dead, allowing his family to obtain a death certificate and begin the process of administering his estate.
Justice Karoli Lwanga Ssemogerere issued this declaration in a case involving Izidoro Turwomwe, who reportedly vanished in 1983 and has not been seen or heard from since.
His son, David Ngabirano Turwomwe, filed an application with the High Court in Kabale to have his father officially declared dead.
He informed the court that Izidoro was a resident of Rwagana-Kamatojo Cell in Mwanjari, Kabale Municipality, where he lived with his late wife, Winfred Turwomwe, and their eight children.
According to court records, the family reported Izidoro Turwomwe’s disappearance to the police, but no reliable information about his whereabouts has been obtained in over 40 years.
David then requested the court to presume his father dead and to direct the National Identification and Registration Authority (NIRA) to register the death and issue a death certificate.
This certificate will be forwarded to the Administrator General to initiate an inquiry into Turwomwe’s affairs.
