Former CID Spokesperson Twine Further Remanded over Incitement Charges

Buganda Road court has further remanded to Luzira prison Detective ASP Charles Twine and a NUP supporter Noah Mutwe in order to allow police complete its investigations in their incitement to violence charges.

The duo has also applied to be released on bail and has presented sureties including their relatives and childhood friends .

Twine is allegedly charged with  using a computer to send messages inciting Noah Mutwe to attack and kill the head of state together with his son Muhoozi Kainerugaba with pavers.

They are further charged with hate speech and spreading  malicious information against the person of the speaker of parliament Anita Among, her deputy Thomas Tayebwa, the Balaalo – a local term to mean nomadic herdsmen and a UPDF General.

Twine was two weeks ago arraigned before Buganda Road Chief Magistrate Ronald Kayizzi, where he denied multiple charges brought under the Computer Misuse Act.

According to the prosecution, Twine, 48, used electronic communication to refer to Gen Muhoozi as “a fat pig and a crook”, remarks the state says were calculated to “ridicule, degrade and demean” the army chief.

The charge sheet further alleges that Twine shared social media messages claiming that Speaker of Parliament Anita Among is “a rotten human being” and “the chief sponsor of killings and violence in Bukedea.”

Prosecutors say this message was likely to incite public hostility toward the Speaker.

Twine is also accused of making defamatory statements about other top officials, including Maj Gen James Birungi, commander of the Mountain Division.

Chief magistrate Ronald Kayiizi has ordered that the pair return to court on the 17th of June for the state to verify documents of their sureties .
