The government is developing a diaspora policy

The Ugandan government is currently developing an important diaspora policy, designed to enhance the engagement between the country and its citizens living abroad. This initiative is a significant step toward fostering a deeper connection with Ugandans scattered across the globe.

This comprehensive policy will encompass a wide range of individuals: those who aspire to move abroad for better opportunities, those currently residing in foreign countries, individuals born outside of Uganda, and both prospective and returning citizens. By addressing the needs of these varied groups, the policy aims to create a cohesive framework that supports all Ugandans, regardless of their location or circumstances.

Tiitwe Sam, a dedicated service officer specializing in diaspora affairs at the Ministry of Foreign Affairs, highlighted the various challenges faced by Ugandans in the diaspora due to the lack of a holistic policy. He emphasized that this new initiative will play a crucial role in safeguarding the rights of Ugandans abroad, reinforcing their sense of national identity, and promoting harmony on a global scale.

In Tiitwe’s words, “We are actively engaging with diaspora communities through online consultations and face-to-face meetings with key stakeholders. We are now in the final stages of developing this vital support policy for the diaspora.” His remarks were made during a media briefing regarding a high-level conference focused on internal and external diaspora engagement, which will take place on September 16, 2026, in the bustling capital city of Kampala.

This upcoming conference aims to gather a diverse audience, including representatives from diaspora communities both within Uganda and abroad, advocates for forced migrants, senior government officials, and private sector leaders. The event’s goal is to foster meaningful dialogue among these varied groups, creating a platform for collaboration.

By promoting a human-centered approach to discussions, the conference seeks to build solid partnerships between diaspora networks and forced migrants. It aims to identify tangible mechanisms for mutual support and generate actionable recommendations that will drive shared prosperity and contribute to Uganda’s national development.
