Speaker of Parliament, Anita Among has halted the probe into the Nakivubo Channel redevelopment that was being conducted by Committee on Commissions, Statutory Authorities and State Enterprises (COSASE)
The speaker has instead named four MPs to conduct a fact-finding mission on the same.
The Speaker’s decision was revealed by Medard Sseggona, Chairperson COSASE during a meeting held on 26th August 2025, where he had summoned officials from Kampala Capital City Authority, Uganda Police Force, businessman Hamis Kiggundu and others to respond to various queries raised on the probe.
His remarks were in reference to a 19th August 2025 letter authored by Speaker Among in which she wrote to Dan Kimosho (Chairperson Parliament’s Committee of Physical Infrastructure) asking him to lead a team comprising David Kabanda (Kasambya County), and Peter Mugema (Iganga Municipality) who were named to conduct a fact finding mission at the Nakivubo channel in Kampala.
However, the Speaker’s letter met fierce protest from MPs led by Mawokota south MP Yusuf Nsibambi who questioned the legality of the Speaker’s decision citing her failure to consult the whips of other political parties to second members to this selected team.
Mawokota North MP Hilary Kiyaga questioned the authenticity of Speaker’s letter authored on 19th August 2025 during the same period that Parliament is on recess, yet the Committee started looking into the Nakivubo redevelopment on 22nd August 2025.
Makindye west MP Allan Ssewanyanya wondered if COSASE was copied into the Speaker’s letter.
In response to the questions raised, Sseggona declined to rule on the legality of Speaker Among’s letter and instead reminded MPs that by the time COSASE started A probe into the Nakivubo redevelopment, the said fact-finding team from Parliament had already been installed.
