Mao Blames Besigye for Delaying Treason Trial with Courtroom Drama

Justice and Constitutional Affairs Minister Norbert Mao has blamed the continued delay in the treason trial of former FDC president Dr. Kizza Besigye on what he described as “courtroom” drama and deliberate legal tactics by the accused. 

Speaking during the launch of the Office of the Director of Public Prosecutions’ Strategic Plan 2025–2030 in Kampala, Mao said the prosecution is ready to present its witnesses and proceed  with the case but progress has been frustrated by numerous applications made.

Mao dismissed suggestions that the State or the DPP’s office is responsible for the delay, noting that repeated attempts by Besigye and his legal team to  court compositions and procedures have stalled the hearing. 

Mao cited recent incidents where Besigye rejected being tried by the Criminal Division of the High Court, insisting he had been committed to the International Crimes Division, Mao says this is proof that it’s not the ODPP delaying the case.

The Minister has further proposed that a dedicated spokesperson be appointed for the ODPP to improve public communication and counter misinformation about ongoing cases.

Dr. Kizza Besigye is in Luzira Prison alongside his co-accused, Hajji Obeid Lutale and Captain Denis Oola, all facing treason charges. The trio is accused of plotting to overthrow the government of President Yoweri Museveni by seeking financial and logistical support from meetings held in Greece, Switzerland and Kenya.
