The office of the inspector general of government IGG says the compliance rate of leaders declaring their wealth has increased from 85% in 2017 to 90% in 2023.
The IGG Beti Kamya says since 2017 the office has been receiving declarations from leaders and the compliance rate has been steadily increasing.
Beti Kamya said this while announcing the 1st March 2025 declaration period.
“As u are aware,the last declaration was in March 2023 and the next one will commence on 1st and end on 31st March 2025”,says Kamya.
Kamya adds,this declaration period is only for leaders not public officers. Public officers who are not leaders shall submit their declarations in April 2026.
The leaders who are expected to submit their declarations in March 2025 are specified under the second and third schedules of the leadership code act part A and B and they include political leaders and specified officers.
“I wish to inform you that all declarations of income,assets and liabilities are submitted digitally using the inspectorate of government online declaration system (IG-ODS)” says Kamya. I wish to remind all leaders and every body here present that leaders are required to declare all their incomes and assets where they have an interest. They are also required to declare liabilities uncured or payable by themselves and those that they guaranteed.” Kamya asserted.
Leaders are required not to omit any of their incomes,assets and liabilities. If they do so,they will have breached the law.
During the last declaration period,the inspectorate noted that many leaders delayed to log onto the system and wanted to declare at the last minute. This caused stress to computers system due to over loading leading to many leaders failure to complete their declarations.
The IGG has thus advised that leaders start declaring as soon as the system is opened on 1st March 2025 to avoid unnecessary inconveniences.
