The UPDF has denied having in custody or knowing the whereabouts of political activist Sam Mugumya who has been missing since the 26th August 2025.
According to an order of obedience filed at the Highcourt Civil-division by the Director of Civil Affairs at the Ministry of Defence, Col Edgar Musasizi, a search under the command of the CDF and crime Intelligence has been carried out in all UPDF detention facilities and no record or entry of Sam Mugumya has been found.
The order of obedience is a response to an order on the 5th September issued by Justice Collins Acellam ordering the CDF General Muhoozi Kainerugaba, the Directorate of intelligence and security together with the Attorney General to produce Sam Mugumya dead or alive within 7 days.
Mugumya’s lawyer Tumusiime Kakaru believes he was abducted by military personnel from a Hotel in Mbarara and he is being held incommunicado at Mbuya barracks, a UPDF detention facility, hence forth petitioning court for a writ of habeas Corpus.
However, Col Musasizi who represented the three respondents in court has now confirmed to justice Acellam that Sam Mugumya is not in the custody of the Army and that the UPDF does not know his whereabouts.
This means Sam Mugumya who was seen being arrested from a Hotel in Mbarara is still missing and his people don’t know his whereabouts. His search continues.
