Mayor Lambasts Prosecution for Derisive Language during Bail Hearing for Bobi Bodyguard

A dramatic courtroom exchange  unfolded on Monday morning before the Buganda Road court  as the  Kawempe Division Mayor Emmanuel Sserunjoji lashed out at a state prosecutor who referred to him as a “mere mayor”.

This was during bail proceedings for Noah Mitala, better known as Nuwa Mutwe, the jailed bodyguard of opposition leader Robert Kyagulanyi alias Bobi Wine.

The  moment erupted when Chief State Attorney Richard Birivumbuka downplayed Sserunjoji’s authority, arguing that he lacked the influence or personal connection necessary to ensure Mutwe’s return to court. 

While urging the court to reject Sserunjoji as a substantial surety,  Birivumbuka stated “He is merely a mayor with no close relationship to the accused,” 

The statement sparked  outrage from Sserunjoji, who stood up and demanded that the magistrate compel the state to withdraw the ‘demeaning and disrespectful’ remark affriming am  not a mere mayor your worship , I represent thousands of people . Sserunjoji thundered in packed  courtroom with supporters of the opposition National Unity Platform (NUP).

The scene unfolded during a second attempt to secure bail for Nuwa Mutwe, who has been incarcerated for nearly two months at Luzira Prison. Mutwe, alongside co-accused Detective ASP Twine Charles, faces charges of inciting violence and spreading malicious and hateful information through electronic communication between January 2024 and May 2025.

Both men are accused of targeting top government officials, including President Yoweri Museveni and Chief of Defence Forces Gen. Muhoozi Kainerugaba. They have both pleaded not guilty.

Earlier, ASP Twine was granted bail upon paying UGX 5 million in cash and presenting what the court deemed substantial sureties. Mutwe’s first bail bid was rejected after his proposed sureties were deemed unfit by the court.

Presiding Chief Magistrate Ronald Kayizzi had advised Mutwe to re-apply with new sureties, which led to the inclusion of Mayor Sserunjoji on the list. 

In the meantime, Mutwe was remanded  again to Luzira Prison, with the court scheduled to rule on his renewed bail application this Wednesday.
