Revolutionizing Uganda’s Auto Market: URA’s Bold Move to Ease License Plate Woes for Used Car Traders Sparks Optimism and Efficiency

Written by on November 17, 2023

In a significant development, the Uganda Revenue Authority (URA) has recently taken proactive steps to address the concerns of used car traders. The focus of this initiative is the relaxation of regulations about automatic car registration number plates. This move comes in response to the growing apprehensions within the business community, particularly highlighted in a meeting between Commissioner General John Musinguzi and members of Uganda’s Pakistani business sector.

Pakistan’s High Commissioner to Uganda, Muhammed Hassan Wazir, underscored the challenges posed by the current system, emphasizing the instability it introduces to the market. One key concern raised by car importers revolves around the issuance of license plates before securing buyers. This practice, as highlighted by Wazir, disrupts the market dynamics, creating uncertainties for both sellers and buyers.

Expressing the collective need for a more flexible system, car importers have called for reforms that would enable them to pay all requisite car taxes and obtain license plates upon securing buyers. Commissioner General John Musinguzi’s response indicates a commitment to addressing these concerns and fostering a more responsive regulatory environment.

environment.
While the Ministry of Works and Transport traditionally oversees car registrations, URA Commissioner for IT and Innovation, Robert Mutebi, assured stakeholders that efforts are underway to streamline the entire process. Mutebi explained that currently, registration number plates are automatically generated upon tax payment. However, plans are in motion to decouple these processes, granting commercial car dealers the flexibility they seek.

A key emphasis in resolving these issues is placed on technology. Commissioner Robert Mutebi highlights the pivotal role of technology in streamlining procedures and effectively addressing the concerns raised by car traders. This move is especially significant for vehicles manufactured in 2008 and 2009, subject to taxes at entry points under the Single Customs Territory.
The delay in license plate issuance has notably impacted the market dynamics, particularly for vehicles subject to taxes under the Single Customs Territory. This primarily affects cars manufactured in 2008 and 2009. The delay in plate issuance not only disrupts the sales process but also diminishes the value of vehicles in the market, as buyers tend to favour cars with up-to-date plates.

In conclusion, the URA’s response to the concerns of used car traders marks a significant stride towards a more responsive and efficient regulatory framework. By addressing the challenges surrounding automatic car registration number plates, especially for vehicles under the Single Customs Territory, the URA is actively contributing to the enhancement of Uganda’s automotive market. As the Ministry of Works and Transport collaborates with the URA to streamline processes, the positive impact on market dynamics is expected to be substantial.
