Accounting officers in Central and Local Governments face sanctions for failure to utilize funds earmarked for staff recruitment.

The Permanent Secretary of Ministry of Finance Ramathan Ggoobi, says that he has continuously observed that funds earmarked for staff recruitment are returned to the consolidated fund at end of the financial year resulting from delayed staff recruitment.

He made the observation during his February 15, second budget call circular for the 2022/23 financial year to all accounting officers in central and local governments.

He has directed that the advertisement of all vacant and approved positions for the financial year 2022/23 be carried out before July 15th, 2022 and recruitment be carried out not later than September 15th, 2022.

He says that any accounting officer who doesn’t recruit staff within the set timeline will be personally held for constraining service delivery.
