Land Probe Dismisses Deputy Attorney General
Justice Catherine Bamugamereire has kicked the Deputy Attorney General, Mwesigwa Rukutana from the Commission for acting disrespectful. Rukutana was appearing before the Justice Bamugamereire Commission to explain the government purchase of a contested piece of land on Mutungo Hill occupied by the External Security Organisation-ESO.
While appearing, Rukutana used terms like "that is your opinion and whatever", which the Commission Chairperson found disrespectful and offensive. He also severally interrupted Ebert Byenkya, the Commission Lead Counsel who was interrogating him and offered vague answers to questions.
Justice Bamugemereire cautioned Rukutana against the manner he was addressing the Commission, but he shot back, saying he would only be respectful if he is respected.
Rukutana first appeared before the Commission on February 5th, 2019. He asked for time to study the matter so as to respond to the issues raised by Commission.
The Commission asked him to return with an explanation on how government carried out the transaction, how the price of the land was reached and why he cleared the purchase yet the land had encumbrances.
This afternoon, Justice Bamugemereire expelled Rukutana from the Commission, accusing him of failure to cooperate.
Shortly after being ejected, Rukutana said the Commission was only pissed because he was able to answer all the questions he was asked. He also said he doesn't care whether or not the Commission takes the matter to the president.
Rukutana advised government to compensate the land vendor Dr. Muhammad Kasasa Shillings 24 billion as accumulated interest from the 12 acres of land that was meant to cost Shillings 2.4 billion.
The Commission is still investigating how the amount accumulated to Shillings 24billion yet there are payment forms indicating that government paid almost half of the amount within the stipulated 60 days.
