The Mukono municipality MP Betty Nambooze has accused the government of hatching a plan to create a sub-national government under the guise of setting up a metropolitan authority.

She claims the government is using the KCCA amendment act 2015 to embark on a sinister plot to illegally annex parts of greater Kampala into an authority that will operate independently under the minister of Kampala.

Nambooze notes that section 21 of the KCCA act which provides for the creation of the metropolitan physical planning authority for merely coordinating development programs is being abused to create this controversial greater Kampala metropolitan authority. She notes that this is the real reason the bill is being fast tracked through parliament and not to reduce the powers of the lord mayor as is being portrayed.

The authority she has demonstrated using a map allegedly printed by Betty Kamya will annex parts of Mpigi, Entebbe, Wakiso, Mukono and Lake Victoria it will also swallow Nansana and Kira municipalities.

The authority she says will have its own Secretariat and budget as well as an appointed council as spelt out in the bill, she claims that the authority will also be able to independently borrow externally. She claims that the World Bank and DFID and some city mayors have been hoodwinked into supporting the move.

 The combative female legislator notes that it's unfortunate that the residents of the affected areas have not been consulted as is constitutionally mandated. For any district to join a regional government the move must be approved by two thirds of the district council. Nambooze says she has written to the speaker to stay the discussions on the KCCA amendment bill and will rally the Buganda parliamentary caucus to hold public hearings on the governments plan in order to expose the alleged illegalities.
